The short answer
Pennsylvania only allows medical marijuana. Dispensaries can only sell to registered patients and caregivers with a Pennsylvania card, and cards only go to Pennsylvania residents. If you are visiting, you cannot buy here.
Out-of-state cards
Pennsylvania does not accept medical cards from other states. Bringing your card from home will not get you through the door.

Do not bring it with you
Taking cannabis across state lines is illegal under federal law, even between two states where it is legal. Leave it at home.
Philadelphia's fines
Philadelphia treats possessing a small amount of marijuana as a civil violation with a $25 fine. Smoking marijuana in public is a $100 fine. State law still treats possession of up to 30 grams as a misdemeanor.
